He is a mentor of generations, a builder of character, and a guardian of youth.
A teacher whose classroom extended far beyond four walls.
A guide whose lessons shaped both careers and conscience.
And for all who had the honour of knowing him, who walked his corridors, sat in his classrooms, and learned under his watchful eye, he is simply —

Education, training, the Scouts Movement and Islamabad are bound together in an inseparable bond — and at the heart of this bond stands Sir Professor Dr. Abdul Hayee Sheikh.
Four decades of teaching, mentoring, training and humanitarian service elevated Sir Hayee to a position that can only be achieved through lifelong devotion. His journey is not merely professional — it is a mission.
A major part of his life was dedicated to academic excellence, and an equally long chapter was devoted to youth mentorship, leadership development and nation-building.
Even after his honorable retirement, Sir Hayee continues to spread the light of guidance — quietly shaping futures, just as he always did.
From the City of Iqbal to the Capital of Dreams
Sir Hayee belongs to the City of Iqbal — Sialkot, a land that has always produced thinkers, leaders and patriots.
After completing his matriculation in 1957, he enrolled at Government College Murray for his F.Sc. His father, the respected Hakim Sheikh Abdul Latif — a renowned physician of Sialkot — wished to see him become a doctor.
But destiny had its own design.
In the same year, his father passed away, placing the responsibility of the family on the shoulders of his elder brother, Professor Abdul Jabbar — former Principal of Jinnah Islamia College Sialkot and founder of the legendary Seerat Studies Center Sialkot, a global research hub on the life of the Holy Prophet (PBUH).
From that moment onward, Sir Hayee’s life became a story of resilience, responsibility, and service.
The Arrival of a Master Teacher in Islamabad
In 1972–73, after completing his Master’s degree from Government College Murray, Sir Hayee arrived in Islamabad for a lectureship.
What was meant to be a temporary chapter became a lifetime commitment.
He joined Islamabad College for Boys (ICB) in Grade 17 — and from that moment, ICB gained not just a professor, but a legend in the making.
He witnessed Islamabad grow from a quiet settlement of a few sectors into a capital of millions. He saw a city rise — and shaped the minds that would lead it.
ICB was not merely a workplace for Sir Hayee.
It became his classroom, his mission field, and his legacy.
The Mentor Who Built Character, Not Just Careers
To Sir Hayee, education was never about textbooks alone.
It was about discipline.
It was about confidence.
It was about integrity.
It was about leadership.
It was about service.
He believed that a uniform builds identity, that discipline builds nations, and that character builds history.
In an era when NCC, Girl Guides, Civil Defence and Scouts were integral to education, he stood at the forefront of character-building programs. Students proudly wore khaki uniforms. NCC cadets earned extra marks. Discipline was not enforced — it was embraced.
ICB under Sir Hayee became a model institution not only of academic excellence, but of leadership training.















The Birth of Scouting in Islamabad — From ICB to the Capital
While Sir Hayee’s identity is deeply rooted in ICB, his vision extended far beyond its gates.
When Islamabad was conceived as Pakistan’s new capital, it had buildings — but no structured youth movement.
Sir Hayee filled that void.
He founded the first Boy Scout troops in Islamabad, starting from the city’s pioneering institutions:
- Islamabad College for Boys (ICB) G-6/3
- Islamabad Model College for Boys F-7/4
From ICB classrooms to Margalla camps, he planted the seeds of Scouting culture that would soon grow into a national model.
He built training modules, designed regional badge programs, and established the city’s first Scout Headquarters — often working from school rooms and personal offices.
Thus, Islamabad’s Scouting story began — from ICB.
The Architect of the Islamabad Scout
Sir Hayee did not merely train scouts.
He created an identity — the Islamabad Scout.
His scouts became ambassadors of the capital, guiding foreign dignitaries, assisting in Pakistan Day parades, and representing Islamabad with dignity.
They became masters of crisis management, trained in disaster response and first aid long before modern civil defence systems existed.
They became champions of community service, leading Clean Islamabad drives, Margalla Hills plantation campaigns, and blood donation programs.
Service became a way of life.
Historic Event
In 1996, the then Prime Minister of Pakistan, Syed Yousaf Raza Gillani inaugurated the very first Computer laboratory in IMCB F-7/3 Islamabad on 22nd January 1996.

A National Figure, A Global Ambassador
Soon, Sir Hayee’s influence crossed the boundaries of Islamabad.
He became a central figure in the Pakistan Boy Scouts Association and served as National Training Commissioner, training scoutmasters across the country.
Internationally, he led Pakistani contingents to conferences and World Scout Jamborees across the globe — in the USA, United Kingdom, Germany, Norway, Holland, Canada, Japan, Iran, and Australia.
Everywhere he went, he carried Pakistan’s flag with dignity.
Global Triumphs That Made Pakistan Proud
Japan — 1971 World Scout Jamboree
Amid the Indo-Pak War, leading Pakistan’s contingent was a diplomatic challenge. Sir Hayee turned it into triumph.
His scouts performed Khattak Attan, displayed Pakistani handicrafts, and showcased ajrak — earning admiration from 23,000 scouts from 87 countries.
Norway — 1975 World Scout Jamboree
When torrential rain flooded camps, Sir Hayee’s scouts remained dry due to perfect engineering — and rushed to help other contingents. They earned a special commendation for true Scout spirit.
Tehran — 3rd World Jamboree of Muslim Scouts
Under imperial patronage, Pakistan won the Gold Medal at the Cultural Olympiad with a breathtaking performance blending Qawwali, Khattak Attan with swords, and a tableau of the Indus Valley Civilization.
The Iranian Crown Prince personally commended Sir Hayee.
Australia — International Patrol Jamboree
His scouts built a fully functional giant Ferris wheel using only ropes and spars — winning gold for engineering and becoming the event’s centerpiece.
The Curriculum of Character
Beyond trophies and medals, Sir Hayee’s greatest achievement was the curriculum of values he imparted.
Inclusive patriotism.
Leadership by example.
Brotherhood beyond borders.
Service before self.
Former scouts — now doctors, engineers, bureaucrats and officers — still say:
“What we became, we learned in Sheikh Sahib’s troop.”
A Life of Trials, A Heart of Patience
His personal life was marked by both achievement and sorrow.
His son Moeen Hai Sheikh, Zonal Chief at Allied Bank, was a disciplined and humanitarian soul who tragically passed away in a road accident.
This became Sir Hayee’s greatest test.
Today, Moeen’s three children are the apple of his eye, while his younger son Mubeen Hai Sheikh serves at Pakistan Television.
The Guardian of the Movement
In 2002, after honorable retirement, Sir Hayee dedicated himself entirely to the Scouts Movement.
Today, the President of Pakistan serves as Patron-in-Chief of Pakistan Scouts, while Islamabad enjoys provincial status — built upon the foundation he laid.
The Living Legacy
On 23 December 2019, when 100 students from Islamabad’s top institutions gathered at Scouts Headquarters for a three-day training camp, it was not merely an event.
It was a reflection of a lifetime.
It was Sir Hayee still shaping futures.

ICB is proud to have been shaped by a man whose life became a lesson.
Islamabad is proud to have been guided by a man whose vision built character.
Pakistan is proud to have been represented by a man whose leadership inspired the world.
